Inspections
NYC Department of Buildings Regulations: Due to an increase number of elevator accidents the DOB adopted the Category 1 and Category 5 inspections in 2009.
The Cat-1 inspection is due annually by December 31. As the maintenance provider we inspect the elevator while running empty in the presence of a DOB-approved inspector who needs to witness the inspection. We, as the elevator service provider will perform and file the inspection reports on DOB NOW Safety, and these filings are made public for everyone to see. We also provide our clients with all the necessary paperwork and filing required to prepare Affirmation of Corrections when deficiencies are found during the Cat 1 Inspection.
The Cat-5 inspection needs to be performed with 125% of the weight every five years from date of installation. This inspection is also performed and filed with the NYC DOB, and also needs to be witnessed by an unaffiliated inspector.
Violations

This department also provides all necessary expediting and paperwork for filing Affirmation of Corrections with the NYC Department of Buildings. NYC Department of Buildings Recent Elevator Regulations:
Door Restrictor
A door restrictor needs to be installed on all elevators with automatic doors. Failure to comply with this regulation will generate a NYC DOB “Cease Use” Violation.
Door Lock Monitoring System, due on January 1, 2020.
A door lock monitor is an electronic device that prevents an elevator from moving when there is any malfunction of the doors.
“Following a number of tragic elevator accidents in recent years, the NYC Department of Buildings Elevator Code Committee has responded with Appendix K3 Rule 3.10.12 to the NYC Building Code, which requires all automatic passenger and freight elevators to have door lock monitors by January 1, 2020.
This new law is unique not only in that it has a firm compliance deadline, but in that it also applies retroactively to all NYC elevators — and so will affect a vast majority of NYC buildings using legacy elevator equipment. Elevators are usually only required to meet the code requirements in effect the year they were installed.”
NYC Elevator Brake Code due January 1, 2027
January 1, 2027 is the deadline for Appendix K3 Rule 3.8.4.1, which requires a second emergency brake on all elevators. Hydraulic elevators are exempt from this regulation.
“ASME A17.3-2002, Appendix K, Chapter K3, Section 3.8.4.1 Single plunger brakes. (a) All existing traction elevators with single plunger brakes must comply with either of the following: Alteration of single plunger assemblies to dual-plunger type, or Compliance with Unintended Car Movement Protection as specified by Section 2.19.2 of ASME A17.1.“
A Plunger Brake Assembly (Double Plunger Brake) or Rope Brake (Rope Gripper) will need to be installed on all elevators to restrict over-speed of ascending car and prevent unintended movement up or down.
